This type of research through qualitative approach of Phenomenology, as results showed that construction-based economic independence will run when it involves cooperation among all stake holders from both the elements of the Government, community, corporate world and so on. Economic development should start from the provision of superior human resources, so that by having people who are intelligent, skilled will certainly contribute in terms of natural resource management, in macros as well as the concept of micro-economic independence will run, besides Governments also need support in the form of the provision of facilities and infrastructure, so as to facilitate the development of society as a perfect.
