This study aimed to analyze the influence of Pure Regional Income to Government Expenditures, to analyze the influence of pure regional income to flypaper, analyze the influence of Government Expenditures to flyapaper effect and analyze the impact of Pure Regional Income to flypaper through Government Expenditures. The sample in this study amounted to 38 districts / cities in East Java province. Data were analyzed using path analysis. The analysis showed that Pure Regional Income affect the Government Expenditures. Pure regional income on flypaper effect. Government Expenditures affect flyapaper effect. Pure regional income on flypaper effect through Government Expenditures.
